No.

If you are a UAE resident you must obtain a UAE licence. UAE residents caught driving without a UAE licence will be treated as not having a licence.

If you are from one of the following countries you can transfer your home lience to a UAE licencee without taking a test: GCC countries; Australia, Austria, Bahrain, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Japan, South Korea, Kuwait, Netherlands, New Zealand, Norway, Oman, Poland, Portugal, Qatar, Romania, Saudi Arabia, South Africa, Spain, Sweden, Switzerland, Turkey, United Kingdom, United States.

Tourists may drive on their home licnece.

Having a UK licence I have to say the process is very easy! Got it done in under an hour. As you’d expect you will need the obligatory 100 passport photos :)
